Section Secretary Bill Scaplen

Bill is a Life Scout and Vigil Honor member of Tschitani lodge # 10 of Connecticut Rivers Council, 66. He is currently serving as the Section NE-1B secretary. He has served as a chapter secretary, chaper vice-chief, ceremonialist , and the lodge vice-chief of program for Tschitanin Lodge. Billy also served as the CVC of Publications for the 2005 conclave and has been on publications staff for four years now. He has attended NOAC 2004 at Iowa State University. Billy will be a Sentior this year at Lyman Memorial High School in Lebanon, CT.
